do you need it?
what exactly is it there for?
I keep getting mixed reviews.

Does anyone know what a fluid damper is?
it sits on the end of the fuel rail, and I would like to know if I can remove it.

no, on the exact opposite end of the fuel rail. It is transparent white in color.

Do you mean the plastic cap that covers the nut that holds the banjo fitting to the fuel rail?

YES

I have been told it balances the fuel in the rail.
I have seen some set ups without it. I would just like to know the ill effects if any.

I don't know about "balancing the fuel", but it dampens the "vibration" in the rail caused by the injectors. When the injector opens, the fuel starts to flow through, when it closes, the momentum of the fuel will continue and then bounce back from the injector nozzle back to the rail.
