Fluctuating Idle......ideas?
First off, the IACV is not to be considered in this equation (bypassed).
Second, I have inspected all vaccum lines and they all look to be in good condition.
EDIT: How about I tell some symtoms huh? Idles around 950-1050 and fluctuates while stopped........+/- 50 RPMS.

A leaky fast idle valve can cause idle fluctuations, but mostly with an active IACV. It might be worth checking out, though. You can clamp off the air line to it and see what happens.
The fast idle valve was loosened, an aluminum plate (piece of a coors light can) was cut and placed between it and the intake manifold and then it was bolted back down.
I had the same problem
I was missing the purge control solinoid So I just put one in and I think it fixed the problem . I have yet to ajust the Idle after the install thou ( it bumped the idle up to 1000 rpm but no fluctuating)
