Default failed emmision

i have a 98 ITR.
modded : 11.5 comp
failed HC. by quite a lot. max allow 86. i got 250
i got new spark plugs. ngk laser double platinum. a new distributor.
i put 94 octane gas in my tank. with some octane booster
car is driven 120 000 km
so quite high mileage.
just put on a high flow cat.
things i am considering . new o2, new spark wires.
on my exhaust, i am getting O2, HC, and CO quite high.,
so i am guessing the mixture is not quite burning, coz of O2
my timing is kinda fucked up too....coz maybe because i raised the comp, and it knocks, so the ecu retards its timing after hard acceleration, but sometimes, it advances to 32 degree....so...i am confused.....any help or suggestions would be great

Fix those things first. get the timing back to factory specs. I'd rather have the engine near lean then excessive rich.

but any idea in how to fix the timing??
even if i adjust my distributor(jumping the wire also), it still isnt to spec, about a few degree off....
i have power fc, should it change it that way instead??...
or the mechanical way?
