On nonobd cars you dont have to jump anything. Once the CEL comes on the code is stored. Look at the LED on the ecu and you will get the code. On OBD1 and OBD2 cars you have to jumper the harness to get the CEL to blink the code.
so lets get their right u pulled back the carpet and looked at the ecu right? or did u look at the check engine light on the dash and think that that was suposed to flash. also have u reset the ecu? i would recomend doing that before switching your ecus or trying otherthings.
I'd say bad ecu or the chip needs to be re-seated DTC 0 (Diagnostic trouble code) is bad ECU. It might be that the new chip has a bad checksum etc.
I'd pull the top cover make sure that the chip is in it's socket and if it is and it is still throwing codes take the ecu back to where you got it and have it looked at.
If you did the chipping make sure all pins of the socket are soldered well.
