engine won't start, getting fuel and spark, what's wrong?

engine won't start, getting fuel and spark, what's wrong?
My buddy has a 93 civic CX (north american version). It won't start
The plugs are firing, the fuel pressure from the regulator is correct and the injectors are working. It seems the engine is flooding. He'll try starting it, then pull out the plugs and they'll be soaked in gas. He's checked all the fuses and reset the ECU. Anyone have any ideas?
