Engine Won't come up to temp?...

Hey guys, usually when I'm cruising on the highway and around town I can't get over 150-160* when the heater is moderately on and it's about 40* outside.
Since I've been tuning on my s300 the car runs super rich with the ECT that low, and the IAT's being real low, also.
and I feel like I shouldn't have to lower my the parameters for the car to run correctly.
Could my thermostat be faulty? or should I put something in front of the radiator to limit the flow to it? (it's the OEM 99-00 civic radiator) or do I just need to get over the fact that my coolant system works very well?
another thing that stumps me is my buddy, he has an ITR motor in his hatch with a radiator from a 90-93 integra and he can't ever get below 200* while i'm about 40-50 degrees cooler than him.
i have a LS motor btw,

The thermostat could be the problem. If the car warms up alright it's probably ok but for ten or twelve bucks you can have a new thermostat and know for sure. I wouldn't block off the radiator if you do high rpm driving or if you can comfortably avoid it.

hm, are you guys sure? i've ran a car with no thermostat and the needle wouldn't even go past the first mark..

Yes, even a thermostat that is stuck all the way open will restrict coolant flow more then no thermostat, and it may not be stuck wide open.
I am pretty sure it is the only thing it can be, nothing else would keep engine from reaching proper running temp, not even a rad fan running all the time would prevent engine temp going up if thermostat is working properly, not even on the coldest day.94
