Default emmissions dynometer?

Is it possible to dynotest on the machine they use to do emmisions testing?

The people at ESP (manuf. of our dyno/emissions analyzer) told me no as well. Why? The only reason they gave me is that their dyno's aren't built strong enough to do that kind of testing, and there were state regulations that they didn't want to implement to cater to the few who would use this feature.
