Electrical Issues (1994 Civic DX)

Just put in my B7/Z6 swap in my 94 Civic DX hatch. *back story* when I first got the car I got carried away and took off the fuel pump plugs so I was able to put a wire loom on it. If I could go back in time I'd slap myself for doing this. Fast forward to 3 days ago. I put these back on realizing I forgot to put them back on because I didn't realize it'd be this soon that the car would be running. It primed, but had a high pitch prime (car saying, put gas in me you female dog). Put gas in it, same thing. I second guess myself and switch a couple of wires on the fuel pump but heard a very quiet 'pop' noise under the dash where the main relay is. Main relay smelled like a burned up electric R/C car.
Put in another good main relay. Nothing.
Dash light/CEL is staying on.
All grounds are tight.
ECU looked to be okay...
Keep in mind I have a fresh virgin Z6 ECU and Z6 engine harness, aka not cut/tucked etc.
I call my friend and he says that on the backside of the underdash fusebox, this thing could have went bad:

I take it out along with my Z6 ecu and nothing looked bad.
Put in my other ECU and put that brown peice/fuse box back in.
Still not priming or hearing the MR click on.
Said screw it, and just swapped out my entire underdash fusebox from my 94 EX sedan.

It all works!!
... then today I drove down the street, came right back to button up a few things. Took it for another spin, I hear my starter make that click noise (the noise you hear when your battery cable slips off) No big deal. Starts up. Drive it about 20 feet out my driveway and it is doing the same thing it did a few days ago.
Main relay is not kicking therefore it's not priming, dash lights/CEL staying on, exactly how it did before I put the fuse box back in.
What the heck is the deal here??? I can't keep putting in a new fusebox
Any help would be very much appreciated!

As with any electrical problem, start by insuring your main grounds are good, DO NOT just eyeball them, redo them, [disconnect/clean/reconnect] the batt. to chassis and chassis to engine grounds, even if they are not the problem, it can't hurt and it eliminates them as the problem.
The ICU, [integrated control unit] unit on the back of the fuse box, has nothing to do with the PGM-FI Main Relay or it's operation.
The PGM-FI Main Relay is controled by the ign. switch, [fuel injector relay] and the ECU/ECM, fuel pump relay, grounding at the thermostat housing, [re engine ground] is critical for PGM-FI Main Relay operation.
With thew PGM-FI Main Relay, the first things to check for are power, [3 of them] and ground to the PGM-FI Main Relay.
There is one ground, [fuel injectors coil ground] it is always black.
The power leads will be diff. colors depending on MM&Y of car, [dash harness], however there will be a...
12V+ constant, [hot at all times].
12V+ switched, [hot in run and start].
12V+ switched, [hot when cranking to start only].
check out the above and let us know what you find. 94

I was going to get my buddy to come by today after I checked the grounds/fuses (I don't have a multimeter...) and get this...
Fuse 15 the blue one keeps blowing. It's next to the red 10 fuse to the far right.

Pulled it out, discovered it was blown... put in another, *POP*, blows that one too.
Put in a 20 fuse, *POP*, blows that one too...

Never replace fuses with bigger ones, even just to try it.
The 15A that keeps blowing is left low beam, it should be a 10A.
The left low beam lead is shorted out to ground at some point.
You have no running light fuse, 10A and running light relay should be a 7.5A not a 10A.
It looks like you have a "shunt" in place of the 15A ACG fuse...

The 15A that keeps blowing is left low beam, it should be a 10A.
The left low beam lead is shorted out to ground at some point.
You have no running light fuse, 10A and running light relay should be a 7.5A not a 10A.
It looks like you have a "shunt" in place of the 15A ACG fuse...

I ment the farrr right one, only thing near it is the red 15 fuse.
Popped a couple of them, decided to undo the 4 fuel pump wires, put a fuse in, it was priming/main kicking in, *long story short*, I think my wires to my fuel pump were super close as there is no clip, and might've been arcing (or whatever the technical term is...).
Separated them a little bit to space them out and put electrical tape on them, car is no longer blowing fuses etc
