Default ef overheating

90 civic hatch, has new waterpump,"new" head and new headgasket, new waterpump, removed thermostat, new radiator cap and swapped radiator for one without problems. i drive for about 10 minutes and it begins to overheat with fan on. Doesnt matter if im sitting or driving.Noticed today the top radiator hose was hot and the lower was "cold".Im lost...i was told before it was not very likely for there to be a clog in the block but its seeming more and more likely to me.

3 different heads so probably not the problem, block is a possibility, bled the system and no leaks
