Default ECU not reading map sensor?

New to forums and cars in general but here’s my issue I can’t seem to figure out.

Car background: 1994 Acura integra with a B20B, turbo’d, and with a chipped p06. I bought the car like this (my first project car) and this is just 1 of the many issues I’ve found.

The car was running really rich which I originally thought it was because of the tune. But after data logging I found that the ecu was reading 10.60+ psi which was causing it to run really rich. After changing both the map sensor and the connector for it. Nothing seemed to change, ecu was still reading 10+ psi even though the mechanical boost gauge was reading a vacuum. I checked the wiring and it seemed all fine and intact, and after checking with a multimeter the voltages for the connector seemed correct. Disconnecting the map sensor changes nothing. I should also mention that hitting the throttle doesn’t change the pressure when data logging, it stays at 10.63 and indiscriminately fluctuates by 0.1.

Im pretty in dark about this whole issue and was looking for some suggestions/ guidance.
will try and provide as much information as possible but again im not the most knowledgeable.
