ecu chips

ne1 know if the chips sold on ebay that say "jdm spoon race ecu chip 92-95 honda civic p30 p28 b16" are worth a ****?they run like 25$ after shipping and they raise rev limiter to 8500rpm, eliminate speed govenor, etc. it seems like you have to solder it in and add resistors and capacitors and stuff. Is it worth it?

I know a couple of people who have fried ECU's as a result of the ebay ECU chips. Stick to someone reputable.
