what engine are those eagle rods for?

13mm socket sounds really strange......eagle uses either 3/8" ot 7/16" ARP bolt heads for honda rods.

3/8" head = 5/16" bolt
7/16" head = 3/8" bolt

unless you have some custom rods or something you have to double check which bolts you got.......try using standard sockets rather than metric.

I'm willing to bet money that the guy gave you the wrong info. or maybe you misunderstood him.

the main studs are 1/2" bolt heads (close to 13mm) and the rod bolts are either 3/8" heads or 7/16" heads.

i'm pretty sure all the 2000 series bolts are 3/8" heads.

The 5/16" bolts (with 3/8' head) are the older bolts. The 3/8" bolts (with the 7/16" head) are the newer, stronger bolts.
