The best fuel pressures for LS Vtec depend on how it was built. Most stock B motors use 31-37 psi with the regulator vacuum hose attached and 40-47 psi with the regulator disconnected. Type R's and GSR's use fuel pressure that's 7-10 psi higher. If disconnecting the regulator vacuum hose raises the pressure about 10psi, then it should be working ok.

I haven't read any of the other posts so I apologize if this has already been said buttttt your car problems could be due to:

1. the fact that your gas was so low, the junk that resides in the gas tank could have mixed in with what little gas was left thereby causing your issues.

or

2. your fuel pump could have gotten overheated/burned.

a little water in gas will sit on bottom of tank . ... my guess is the spark plugs are worn out or wires/cap/rotor and making your car lose power. it will seem like a water in the gas situation. it wants to die under 2k rpm and misses under acceleration
