Default Double check that torque wrench!

When the timing belt is not tight enough, the motor in my 92 cx goes, 'clickety clack, clickety clack!!!'

You never apply any tension manually to any timing belt or balance shaft belt. Period.

They either have auto tensioners or they have manual tensioners that are spring loaded.

If you have any specific questions as to how to do either, just ask.

Not correct, many engines require a pre-load tension on a manual tensioner or automatic tensioner. GM's, Mitsubishi's, Cadillac's, etc all specify a preload tension prior to engaging the tensioner, either automatic, or manual.

Honda tells you to hold the crank bolt in a clock-wise direction while tightening the tensioner bolt. There must be no slack on the drive side of the belt, or else noise and reduced belt life will result, including possibly jumping time.
