diy RPM converter?

So far I have found that a LM2907 chip will convert frequency to a voltage... However, it is SMT. I've gota do more reading on it.
I have a moates burner... is there a way to get a program to be written that will accomplish something like this?

Buy a cheap tachometer. the board that runs the gage converters the pulse into voltage. On the tach i used it was aroun 0 to 3 v. I was going to use one to run a industrial PLC.
