On my b16a when the 1 cylinder is all the way up the little rotar in dist should be facing towrds num 1 plug right?

 

Meaning the little fiber glass card on the rotar of dist?

 

Crankshaft turns 2 revolutions for every one of the distributor. So when the #1 piston is up, the rotor will be pointing to either #1 or #4. Then turn the crank one full revolution & the rotor will be poiting to the other one.
