What is the difference between and "open deck" and a "closed deck" block?

an h22 for an example. 96 and up have an open deck, which looks like a b series meaning you can look down the block from the top and see around the cylinders where coolant is usually present, a closed deck has a solid top surface deck which are seen on 92-95 h22's
