Do you already have a degree wheel and just want an adapter? Or are you looking for both a degree wheel and adapter? Making a DIY degree wheel is pretty easy. Just print that graphic onto stickyback, put it on plexi/sheetmetal, cut, drill, and you're done.
Bore out the adapter so that you can get the M14 bolt through the hole.
Then use a piece of brass wire from the hardware store or a coat hanger for the pointer. Use a bench grinder to sharpen the end to a fine point. Graduate the point very gently so that it doesn't slope too steeply. That'll make it easier to see where you're at on the wheel.

I forgot to mention, you can also resize and print just the outer edge of the wheel with the degrees on it and stick that to your pulley. No muss, no fuss, and if you clean the pulley well enough it's semi permanent.
