Default coupla questions

I've noticed when I was working on my front wheels (civic d16z6) that there's power applied when the tranny is in neutral, not alot, but some. it's going forward. is this normal? Also, are the brake pads supposed to be touching the rotor when at rest (brakes not applied)?

The brake pads do ride against the rotors during non-braking conditions but no pedal pressure is applied. When you apply the brakes pressure is transferred to the pads which squeezes the rotors and helps stop the car....normal
