Default Is this correct?

Well I recently had my ecu socketed/chipped with a tuning software, I'm just double checking that it has in fact been done, since I wasnt around at the time it was done, a reputable shop did it, but I still rather double check So, here's the picture, can someone confirm this? I just hadnt opened up the ECU prior to this, that's why, btw, it's a P28.

Also, I picked up this jumper harness for 0-1 obd conversion, what I'm wondering, is all the colorful wires, are they for a VAFC controller? Here's the pictures of that.

cool, they both have 12 wires, being the jumper harness, and the vafc harness, that's why I assume that's what it is, but the jumper harness has a few more black wires I think.

If it is for VAFC, is there any other purpose for it, if I chose not to hook it up?

Those wires are for the sensors that are not present in your obd-0 harness. Didn't it come with instructions?

Really? I thought the plugs would take care of any necessariy wires, so I figured the colorful ones were just a splice in for vafc, it didnt come with instructions, I picked it up from a shop that had it laying around.

But your chassis isn't pre-wired for the VTP, VTEC Spool valve, IAB control, and a couple others that I can't remember right now. I wish I could help, but I don't have any old instruction sheets laying around. Your best bet is to dig up an OBD-1 pinout and see where they go.
