Default Coolant temp. sensor

I went to go get my emissions done the other day and my check engine light came on. I just swapped this motor into my ls and after i checked the code it turned out to be the high input coolant temp sensor. I made sure the plug was tight, disconnected the battery for about 20mins to try and reset the light. Well as soon as I started the car back up it came right back on- I replaced the sensor itself and the light is still on.

My two questions are:

1. What else can i try to do to fix this problem and make the light go off?

2. I need to get the emissions done so i just removed the check engine light bulb, will the car pass (given that all other smog checks are within the limits) or do they have something that senses a check engine light, or do they just fail people that they "see" have a check engine light on?

check the wire going into the plug had same problem the other day wire broke lose

im in ohio so the laws maybe different, but when we used to echeck, if it was an obd2 car they just scanned it, so if the light is on they would know, but if its older they ran it on the dyno.
