I have a '98 EK Hatchback (OBD2a) and an '01 B18C1 engine w/P72 ECU(OBD2b). I am using an EX wire harness. What year harnes will I need? Will I need a conversion harness to run OBD2b motor & ECU in an OBD2a car? After I smog the car, I will be switching to a P28 ECU (OBD1). Which conversion harness do I need, OBD2a-OBD1 or OBD2b-OBD1? Is there an easier way to do this?
You'll need to find an OBD-2A P72 to have the car smogged as the OBD-2A harness will not correctly plug in to the OBD-2B ECU. Then to run the P28, you'll need an OBD-2A to OBD-1 conversion harness.

In order to use the OBD2b ecu in that setup, you will need an OBD2a to OBD2b conversion harness. Then when you convert to OBD1, you will want the OBD2a to OBD1 conversion harness.com
