Icon2 condenser fan problem

I have a 97 civic dx hatchback with the 1.6 non vtec that come from the factory without a/c so I pieced together the whole system the system blows cold as ice but the condenser fan will not run unless jumped at the relay. I have checked all fuses and all are good and all relays are good. Everything is plugged in also I have no idea where else to look for a solution any insight or advice will be greatly appreciated.

Do you have a wiring diagram? A multimeter? This problem sounds super easy to fix if you have those 2 things. If you have to jump the relay either the relay is bad or the relay is not getting current to open. Check for voltage at the coil side of the relay when the A/C switch is on. Check on the ground side too to make sure the ground is good. If you get voltage on the ground side there is too much resistance.

Don't have a diagram but I have a multimeter and I'm 100% sure that the relay is good I will check when with the meter when I get home

At terminal #1 I have 6.7 mV and terminal #2 has 12.## V and when I check the ground what should my readings be?

Both hot wires to the relay should have 12v. The ground on the coil side will be 12v if the ground is open and there will be 0v at the terminal to the motor. If this is what you find inspect the ground side of the coil to the A/C switch. It looks like the A/C pressure switch and the A/C thermostat can interrupt the ground. Search google for the service manual. There is a wiring diagram in the back.
