Being that they are at the lower point between cylinders 2 and 3, I wouldn't rule out the possibility of a headgasket leak between the two. I would otherwise tell you to invest in a new set of rings. I believe it's time for a good rebuild.

Thats a no no...Never use an old head gasket. From personal experiece. Spend an extra 60-70 bucks to get a new one.

i did get a new one but my jun3 cam (exh) snapped 76 miles into break-in and bent 4 exh valves so i i was already peaked over my budget and didnt think 76 on a headgasket would harm anything.
so i think its between the HG and valveseats where my 4 valve bent. but when i replaced the valves the seats looked in mint condition. but they didn't get checked

Just be careful what you do from this point, you may end up wasting alot of time.
My friend had a very similar situation. Poor compression in a b20vtec; adding oil to the suspect cylinder brought the comp numbers way up so we thought it was the rings. Replaced the rings only to find out the compression numbers were all exactly the same. The b16 that the head came from had 2 bent exhaust valves whcih we replaced ( seats looked mint just like you said). So now we suspect it must be those valves.

I reused my headgasket after 10 to 15 miles...
after about 20,000 miles later.. lots of 9000 rpm shifting my b16 is 200 to 205 across all 4 cyl..
did you have the throttle 100% open?
crank like 4 to 5 times?
fully charge good battery?
