code 71 Need Help!

code 71 Need Help!
My car is throwing code 71, misfire in cylinder 1, b18B motor, what I have done so far is:
- changed cap, rotor, spark plugs, and wires
- Cleaned all the sensors IAC etc...
- valve adjustment
Car idles very low, below 500 rpm. The muffler makes a puff puff sound, it is not steady. The idle is not jumping around, just really low. I am thinking it could be an distributor problem, but that sucker is not cheap. Thanks for the help...
