Default code 43 (need help)

so I have a gsr bottom end and b16 head, p30 ecu and my car has been throwing code 43 and I cant figure it out. I have replaced my IACV twice, I even got so far as to take my p30 intake manifold off and replace it with a skunk2 to see if that would help.

on the p30 manifold it didnt have a place for the evap purge control valve, so i thought maybe that might be the problem, well after installing the skunk2 it threw code 43 once again today.

any ideas guys help me

Im getting the same code. Seems like its a fuel related problem. Something about the fuel not burning up inside the combustion chamber. According to ALLDATA, the issue is caused by a bad fuel pressure regulator, a bad O2 sensor, a short in the O2 sensor wire to the ECU, and finally but most likely not the ECU itself. First, check that you have sufficient fuel pressure. If not replace the fuel pressure regulator. If enough fuel pressure, then change O2 sensor. You can check voltage of O2 first to make sure its within range. If within range, check for a short between the O2 sensor and the ECU. If there is no short, then ultimately it will be the ECU. But before you change the ECU, I would want someone else on this forum to answer me a question. I recently change the VTEC head I had on my LS to the stock one because I got a state referee ticket and need to put it all back. I have now checked the timing belt to be in the correct position 4 times and am sure its where it needs to be. But for the life of me, the distributor cannot be adjusted to match the red line at 16 degrees. I know that the range is 16+- 2 degrees but it still does not have enough adjustment. So finally, I went ahead and cut the holes on the distributor to give it that small adjustment I needed to make the line match up and it worked. But now, the car is throwing this code 43. Now Ive following the procedure above and replace the fuel pressure regulator, the O2 sensor, and have tried a different ECU and nothing. It still throws the code. The only thing that I haven't checked is for a short in the wire but I doubt that's the problem since it didn't do it before the head swap. Can someone tell me if doing that modification to the distributor would cause this problem. If this is the case, why wont it line up without the modification if the timing belt is where it needs to be.
