Default clutch will not engage.

I have a strange problem that I was hoping you could all give me some insight into.
Somehow, my clutch is not engaging, I think. I can idle the car and shift through every gear and nothing happens . Clutch pedal feels fine, but I can move the slave in and out with my fingers. The clutch and flywheel are both oem and new. The car hasnt been driven other that moving it in and out of my garage since their install. Everything worked fine when I moved it the day before.
I wasnt even aware this was possible, Correct me if I'm wrong but isnt the natural state of the clutch to be engaged untill I release it?
If it helps it's a b20 block with a b16 trans.
Any ideas anyone?

If the pressure plate bolts are loose, it would not engage.

car go in gears when the car is off? If so sounds like its going to be problem with the clutch install. Clutch will always be engaged until u push the pedal in. If it does not disengage when you step on the pedal it wont go in gear.
