Default clogged cat????

My boost is spiking up to 17+ pounds, I think my cat is clogged due to the car feeling as though it has a bug up its ***. Setup is a B16 with a Jackson modifed by Endyn. Right now my boost is 9 pounds never gone higher than that (except for when I accidentally put the 17 lb. pulley on, but well not talk about that) and all of a boost is going up to 17+ pounds and dosent pull up top like it should also the exhaust sounds and smells different. Do you guys think the cat is clogged up?? thanks in advance.

do you know what your fuel ratio is? if your running to rich it can damage the cat

Well I am running individual resistors to go with the RC 550's and one of them went bad and sent the resistors into dump all the fuel mode and yes it was runniong super rich until I could get it home, and solder in new resistors. And it was smoling horribly when it was running rich and then smoke started to force its way out of the front of the cat, which is why I am pretty sure it is clogged up.
