Check Engine Light doesnt come on at all (even when starting)

Hey guys on my 99 Civic SiR (Si in the states) the check engine light doesnt come on at all. Not even when i turn on the car. Where should i start looking to check for the problem?

maybe the indicator bulb blew or the ICL wire got disconnected. probably the bulb

Is there a wiring diagram for this car? the car is a theft recovery, the rest of the dash lights seem to work okay. What colour is the ICL wire?
