changing pads without resurfacing rotors
You can do it as long as there are no grooves in the rotors.
Now if the rotors are warpped, you have to spin them and change the pads.

as long as you don't have any conditions(brake fade, run out, pulse) that would warrant recutting then i would just slap on new pads. If you do have a brake pulse I would tell you just to get new rotors rather than having them cut.
Just resurface the rotors; they're only like 6 bucks a piece at pep boys or any other shop. I just did that once and learned my lesson. I thought resurfacing wasn't needed since my braking never vibrated and no signs of warpage (at least to my naked eye) my pad ended up wearing out faster and unevenly; so it's always better to have a fresh surface on your rotor as to the new pad surface.
