CEL code 7 and 2

CEL code 7 and 2
got code 7 and 2
7=Throttle Position (TP sensor)
2=O2B - Oxygen sensor #2
got a new O2 sensor orded but would code 7 be comein on because of the 02? the car idles up after start, it will start idle smoths out then a few seconds later the check engine light comes on and it idles up about 500rpm(up to almost 2grand)
is that cause its tryin to get more air to the 02 sensor??
If the tp sensor has nothin to go with the other code how would i go about fixing/finding out whats wrong there?
i check with a volt meter and the wire goin to the tp sensor has 5.4v goin to it...is that good or bad?

not 100% on how to change the volts goin to the tps...tryed puttin the meter on the wires i get a 5.4v reading then when i move the throttle from idle to WOT thing happins guessing need new sensor? or am i doin it wrong
