Default causes of lower fuel cut / rev limiter?

Engine: B18C1 in a CRX
Electronics: Fields VTEC Controller (NOT connected to the map sensor)
Fuel: B&M Adjustable FPR; B&M Fuel Pressure gauge at 42psi@WOT.
Problem: sometimes, it'll rev to 8200rpm in first, then second and higher gears will only go to 6200rpms.

I'm thinking it's cause it's not getting out of closed loop. but, what would cause that?
I'm running a new O2 sensor (properly wired) and fuel pressure is showing good.

What else should i be checking that i haven't?

no codes.

i'm thinking it might be fuel pressure related... I'll be playing around with fuel pressures later to see if it'll remedy the issue.

I would say that that might be the problem.
