Default Car won't start or turn over???

Hey I'm trying to fix my friends '95 GSR and I don't know what's wrong with it. She said that she got in her car and it just wouldn't start. It won't turn over either. Everything powers up but when you turn the key nothing. We have been pop-starting it to get it started, and I thought it was the starter so I replaced it with a new one but it is still doing the same thing. Any thoughts or advice?

have you check the ECU? a buddy of mine had this problem, and it turned out to be the ECU fuse.

ECU fuse? I've never heard of an ECU fuse....

Did you bother to check the battery to see if its charged? Your battery might just be discharged enough to start the car. Did you remember to hook up the signal wire on the starter when you replaced it, and the ground is good for the starter? I would definately start by checking the battery and simple things before shotgunning a starter.

Yes I have checked the battery and it is fully charged. Also everything is hooked up correctly but I think it is something in the wiring....

Check the big power cables:
#1 battery (+) big cable to starter
#2 battery (-) big cable to ground
#3 engine/tranny big ground cable

Any loose or corroded connections there will affect the starter motor, even if the smaller cables (to fusebox, etc.) are good.

Then check the small trigger wire on the starter. Measure whether it's getting battery voltage when you turn the key to 'start'. If not, check the clutch interlock circuit. I think there's a relay involved in that system along with the clutch switch?

yes the ECU fuse was on a Accord, and was located in the engine bay.

He had an automatic.

Yeah I figured out what you are talking about, ECU fuse, but that's not the problem either....
