Default Car won't start ! Please Help !

Hi guys, heres the problem..i was driving and all of a sudden my car lose power and stops/wont start again....i opened up the distribution cap and start the car but the rotor did not turn....so..i open up to check the timing belt...it was still on there but very very lose. Could the problem be the tensioner? Would this cause the car not to start (timing belt a llittle bit off)? ...or does my problem have to do with the distributor/rotor/... ? or wat is my problem?...
I really dont know much about car and really appreciate all your help in advance.. thank you.
BTW it is a 96 honda prelude. Thanks again.

if the rotor will not turn its cuz electrical or the belts not rurning cam gear. your on the right track. how lose is lose. what was the last mechanical fix done?

It is very very lose ( i can move it around w/ my hands)....the last mechanical fix done was about 6 months ago..when the belt, tensioner, water-pump... was replaced...
how can i check if it is an electrical problem? ..thanks alot for ur help...
