Car won't pass smog tests!

Default Car won't pass smog tests!

I have a 99 Civic Ex coupe, stock everything. The car was recently abandoned and the battery was completely dead as well as the radio was stolen.

The car passes the emissions test fine but will not pass the CEL/OBD system scan portion of the test. Its really annoying, I drove the car for ~ 1700 miles and the system still has not reset. What can this be? Is this the ECU?

Any help is greatly appreciated!

Check to see if the ecu has constant power. It sounds like your ecu power is wired to the key switch which is resetting them everytime you turn off the key.

Your monitors should reset within 100 miles.
