Default car sputters when low on gas???

i have an 89 civic with a 92 cx motor 115 k.
the car is still DPFI, it runs great but when it hits about a qaurter tank of gas, it sputters randomly. THIS ONLY HAPPENS WHEN THERE IS A 1\4 tank of gas or less.
it DOESNT shut off, but it will just not go no matter how hard i hit the gas pedal. it feels as it if the motor is just not getting any fuel.

only 1 CEL for an o2 sensor other then that the car is fine, this NEVER happens if the gas tank is full or anything over a 1\4. what could it be? bad fuel pump?? clogged injectors?

need help! this is my daily driver.

Sounds like the pump isn't all the way down in the tank.A 1/4 tank is about 2-3 gallons and only about 2 inches in the tank.

ok best place to start is to remove the bottom of the back seat and remove the fuel pump cover and remove the fuel pump. this is not something hard to do. it's very basic. it's a good do it yourself thing. then just inspect it and see if it hand to the bottom of the tank. then from there do want you think will fix it. vary simple. make sure not to stripe any bolts or screws. and take your time. do this NOW and let me know how it goes. ok.

i did a bit more searching and found that the fuel tank must be dropped inorder to replace/inspect the pump in EF civics.

before i go ahead and drop the tank to replace the pump i am going to try seafoaming the gas tank to clean the injectors and kill any bad gas, then replace the fuel filter and plugs. i will if that helps at all, if not i will replace the pump.
