Default car idles iracticaly, need help!

anyone know what it could be when my ildle goes up and down during start up on a b16 with a ITR manilfold and TB, also does it sometimes when hot. i start my car and idles fine but as soon as i step on the gas it starts idling iratically. sometimes when i start it up it does it right away. when i drive for a few minutes it stops and idles normally but very low. I tried just about everything to try and fix the problem. i changed my IACV 3 times using different ones. tired the one from a del sol vtec and LS but made it worst. checked my tps sensor and map sensor they were fine. checked for a leaking intake gasket that was fine too. Everytime i try to adjust my idle screw to increase my idle it would get worse. I need help on this so if anyone knows what it could be let me know. i need to fix this problem ASAP.
