Car Idles at 2500 - Need help!

Car Idles at 2500 - Need help!
** 1994 dx hatch swapped with a z6 running a p28****
This has been an ongoing issue with my car and ive tried most everything so im guessing that it has to be wiring issues. First of all i idle at 2500 rpms, and the car is throwing cell 10,12(IAT,EGR). Ive replaced the IAT sensor once already and it still throws the cel. I didnt check Vacuum seals yet but will be soon. I checked the wires going to the IAT and they seemed to be fine. But one thing i just noticed is when i turn my car on but dont start it, like accessory, the rpm needle jumps to 500 rpms right where it should idle. This is even before its started! Do i have a short somewhere? Should i try replacing the engine harness or Body Harness?!. Im honestly lost. Please PLEASE! any Honda Guru help me!
