Default Can Limp ECU's be repaired?

I have P13-A10 ECU that is in Limp mode. From what I can tell someone tried to install a aftermarket Chip in it and scratched up the board, on the back side. By board I mean the green platform were everything is connected. I am wondering if this could be the problem or the chip it self. I have never worked on a ECU but it looks like bad soldering.

try cleaning up the solder and follow the traces on the board that come from the bad solder joints, make sure none of them are broken. make sure that the solder isnt connecting 2 adjacent pins or something.

a lot of things can be repaired, it all depends on if it's worth the time.
lie dbiker207 said, reflow the joints and make sure thigns are connected they way they should be.
Limp mode can be triggered due to a bad chip or a bad chip job.

if you can post pics of the scratches we may be able to tell you what needs to be repaired.

I have not been able to insert pics with my post. It requires a URL. I looked at the board and there are scratches where someone tried to do a chip job. It even looks like glue or something around the pins also!

you'll need to host the pics somewhere, photobucket works well.
the glue is likely the coating from the factory that was melted off when the chip job was done. It may also be flux.
the scratches, it depends on if the scratches cut the lines or not.

I use to be a technician who repairs numerous electronic components and from what I see the soldering doesn’t look that bad. The clear sticky stuff that you see on the board is flux. Flux helps with the oxidation; in short it makes the solder flow better. It doesn’t hurt connectivity but if you want to make it look more pretty use some alcohol and a tooth brush to clean it up.
Like the other guy said, you can try to reflow the solder incase there were some connectivity problems.

oh, and another thing.. from pictures it looks like there are some water damages. I'm not sure if its flux or water. you will know after you clean it up.

looks terrible to me. get it cleaned up with some Isopropyl Rubbing Alcohol 99% so you can see what's going on. looks like there could be shorts. and try reflowing like was said as well.

It looks alot better now, after cleaning it with alchohol. The chip that came with it may have been the culprit also. My tuner tried 3 bin's and none of them worked.
I am adding pics of the chip and the other side of the board. My tuner said that the problem is P13 are not easy to tune.
