Default Can a distibutor effect mileage?

I know there are like a million post on people who say there gas mileage sucks, well this is my turn to post. I'll tell you what i've done and what is done to my car so you can get a better idea.

Car: Ek swaped with a b18b (tranny and engine) obd2 to obd1 conversion
I'm not agressive with my car. I keep it between 2k-3.5k engine has about 80k

Things done: bosch civic new o2 sensor, new fuel filter, k&N air filter, NGK sparkplugs, distrubtor cap looked okay, no check engine light, cleaned fuel injectors.

and i'm only getting like 23.

I posted this in the eg+ forum, but i'm a noob , and i guess i posted it in the wrong section...
