Camera Car Mount
if you don't want to drill or cut your dash, maybe you could make a suction-cup based mounting system work. possibly something similar to: http://www.stickypod.com/eBay/propak.htm
since i'm taking the time to reply, i guess i should go ahead to be the first to state the obvious about the safety concerns associated with mounting a camera in this manner. most people will tell you to use an ioport style mount bolted securely to a harness bar.
