Default Cam Problem

ok, b18 head taken off block. block was sent out and got sleeved. put head back onto block and now the cams will not turn once everything is tighted down to spec. Nothing changed to the head since taking it off. Whats the deal? Im I missing something. Pistons are 9 to 1 so there not hitting valves. Any help would be great. thanks.

Figured it out turned out to be the timing belt not getting tight enough and tomuch torque on the caps book says 20lbs and needed to be 15lbs.
