Default caliper pins

does this pin that holds the caliper and the caliper bracket have to be greased? this one is bone dry and i've been having problems with the caliper seizing and the pad sticks to the rotor and wears the **** down in the quickness... could un proper bleading cause the caliper to not pop back? thanks
