how would a bored out block with 12:1 pistons chances to pass smog at all?

 

Depends more on cam choice, converter efficiency, and injection tuning. You may want to look at somewhat lower compression. Many cams to work with that high compression have a lot of duration and overlap and allow too much unburned gasses out for the converter to deal with.
