when putting together the bottom end
where do you start measuring?
the crank rod journals are different diameter
the rod big ends are different bore.
the rods have variance in length and weight and so do the pistons.
how do you balance it all up?
say I have everything measured, crank,rod bore,rod length and weight
piston weight etc
do I put it together and measure the piston to deck height first and then adjust the weight of each piston/rod to be even after I find the equal deck height for all pistons?
I have all the measuring tools and planning to do it myself but not sure what the proper way to do it.

Yes, do what you said but be sure each combination weighs / balances the same. Most of the time people just match each assembly to be the same weight and go from there.
Yes, every Wiseco set I have ever had have been IDENTICAL measurements. Performance parts usually hold stricter machining tolerances as that is part of what you are paying for in the first place - quality.
