bolt keeps turning
Im not familar with those bolts but usually when that happens it means the nut broke off of the other side. Its usually welded on. you have to cut a hole to get in there and put a wrenck or socket on it to hold it. or find some other way to get in there with a tool. If you have acces to air tools and its not to tight, sometimes you can zip it off by giving the tool a quick spin and releasing, repeated several hundred times.

Nut in chassis has come loose and is spinning with bolt, best way to remove bolt is to use a butterfly impact gun, as mentioned use quick short "burps" of tool.
You can also try tapping a wedge, [flat screw driver] between fender and chassis, [not too tight] next to bolt and turning bolt and then taping wedge in a little more and so on until bolt comes out. 94
