Default Best MODS?

What are some of the best modifications engine wise for cheap. What products give the best bang for the buck with the most HP gain to the wheels.

Cams. Don't do nos. You only get immiediate horsepower gains, and contrary to some peoples belief, it will tear up your motor.

clutch and flywheel ( good tires )<-- not really hp gains but you will notice the deference, head work, tuned ECU,intake manifold, but nos is the best bang for the buck and by the time a little 75 shot burns up your rings (which will take a while ) you should be ready for an engine build ( what engine is it?)
