Battery Question!

Battery Question!
My car won't start, I hear it crank like it's trying to start even though I give it gas it doesn't start. The SAFC is reading 10.7 before I actually turn the car on. So w/the key in the ON position it reads 10.7. What is the battery suppose to read when the car is off or before starting thanks.

I found my own answer:
"When you discharge a battery to the point the terminal voltage is 10.7 volts that battery is effectively flat. This is when you should begin recharging immediately. The maximum recharge rate is dictated by the battery capacity and should be no more than 20% of that value"
