Default B20 VTEC Turbo Idle Problems

I have an idle problem that no matter what i do i can't figure it out. I have put a new throttle body gasket, new IACV, checked for leaks on all vaccum lines, changed the map sensor, check coolant and can't figure it out. It idle high at 1200 and moves around a lot. When I drive it and stop it jumps to 1900 and slowly goes down to 1200 and no lower. Sometimes it gets really bad and throw a light for the IACV. Any ideas. Need help with this bad. Also tried changing out ECU's and nothing there.

Test the wiring between the ECU and the IACV, it's possible that it's shorting out and not getting correct voltage.

If you completely cover the TB opening does the engine die or continue to run?
