Default B18c5 swap Need help!!!!!????

1996 honda civic hb cx
2000 itr swap
96-98 dx harness w/vtec wired to ecu
obd2 A to Obd2 B jumper harness
vtec controller

and heres the problem.

when the car gets up to about 2500 rpmds it seems like its hitting the rev limiter. it won't go past 2500. it seems like its getting a fuel cut, any ideas?

Ok, i'm no expert in the OBDII's but is the VAFC set up properly?

A guy i know had a similar problem but at 7,000rpm with '98 ITR in '90 CRX.
He managed to fix it by getting a Spoon ECU ( so he said).

My advice is to go OBDI chipped P28 with ITR program.
